The Chairman of the Kaduna State Independent Electoral Commission (KAD-SIECOM), Hajiya Hajara Mohammed has announced the All Progressives Congress (APC) as the winner of all 23 local government chairmanship seats as well as the 255 ward council seats in the recently concluded Kaduna State Local Government elections.
